Polution, inequality, racism and poverty are problems that face modern society. Nowadays reaching an utopia seems impossible. However, would it be possible to create it through rules and regulations ?
Singapore's crime rate is one of the lowest in the entire world. The fact that no litter or graffiti can be seen on the wall proves it by itself. These two sentences show why Singapore was considered a society model by many. But attaining such degree of peace comes with a price. People's freedom is severely limited with a strict policy. Each people's liberty ends where the liberty of others begins.
In fact, a system with too severe policy can have the reverse effect. We just have to quote 1984 by George Orwell to prove this point. However finding a good balance is important. Without rules, society would be ruled by mafia and cartels. There is no definite answer.
Nevertheless, the history has shown that every society had its own problems, and that none survived up to this point. The egyptians fell apart, as did the Maya or Napoleon's empire. We are getting closer and closer to the answer as each days goes by, but this question is still without response.
In a nutshell, a perfect society has not existed yet, and if it is possible, mankind doesn't know it yet. Rules and regulations are important to keep us from harming each other, but it has its own limits. I can not answer this question with a definite response, but I can say without mistakes that we are getting closer to it every day.
