Lets Begin!
First off, im running the latest Nvidia Drivers (double checked today, and they are the latest)
Now exit the game, go to your Desktop, right click and Choose "Nvidia Control Panel"

Now you need to add the game exe to the Manage 3D Settings.
Press "Add" find your games "*.exe" and add it to the list.
Mine was stored in: Steam\SteamApps\common\ARK\ShooterGame\Binaries\Win64\ShooterGame.exe
Once you add it, try the settings i have or Turn some off if needed be, BUT KEEP THE PERFORMANCE ONE!

Same with power management - As mentioned by post below:
http://nvidia.custhelp.com/app/answers/detail/a_id/3130/~/setting-power-management-mode-from-adaptive-to-maximum-performance - This might also help as well
Almost there cupcake, last stretch.
Now launch your game, go into the options and try this out:
Disable - Motion Blur
Disable - Film Grain
Disable - Distance Field Ambient Occlusion
Disable - Screen Space Ambient Occlusion
Disable - Dynamic Tesselation
Sky Quality and Ground Clutter, adjust it to your liking, the Sky Quality eats up FPS tho so be careful ;)

Summary and There ya go!
I was able to push out Roughly 30-100 FPS depending where i was, also when not having OBS in the background capturing or streaming the FPS was lower, ALSO WindowedFullscreen eats up the FPS as well, so try with both Fullscreen and WindowedFullscreen - See what works for you.
DEAR ATI/AMD users, i have NO clue about these GPU's or CPU's but i think there is something similiar to that there too, try and look around in your Drivers.
Also keep your Drivers up to date, by that i do not mean Graphics Card drivers, but also your CPU, Motherboard and Chipset drivers!!! Can't stress that enough ;) a BIOS update might not be a bad idea either - Just saying.
