The British Commonwealth is an association of about fifty independant countries witch used to be colonies of the British Empire.
you can be part of the British Commonwealth provided you respect some democratic principles and values. for instance the countries can´t be in favour of racial segregation ( because of Apartheid, South Africa was excluded from the Commonwealth for many years.
