This is caused by a conflict with an audio file that is named similarly to a game audio file. What we will need to do is to rename a codec file labeled ac3audio.ax, located C:\windows\system32\ folder, in order to resolve the issue.
To rename the file:
1. Double-click " My Computer"
2. Double-click the " C" drive
3. Double-click the " Windows" folder
4. Double-click the " System32" folder
5. Right-Click the " ac3audio.ax and choose " rename"
6. Rename the file to " ac3audio.ax.bak".
Once you´ve done that, start the game normally and it should load just fine. If that does not work, try renaming the iviaudio.ax to iviaudio.ax.bak ( which will be located in the same folder as ac3audio.ax) and see if that helps. After this is completed the game should continue normally at the neighborhood screen.
