In Part 7 there are two competing philosophies, the tennis ball and the napkin philosophies.
The tennis ball hits the net, and its impossible to reach, and impossible to know which side it will fall on. Similarly, things in life are completely out of your control and there is nothing you can do, but do your job and take pride in your part in life. This is what Gyro struggles with, as he doesn't want to accept he can't change things.
The other philosophy is the napkin philosophy; if you sit at a round table, you must take the napkin closest to you... but if you sit first, you can take either the napkin to the left or right, forcing everyone at the table to fall into line. Basically, if you take initiative you can direct the course of the future. This is what Valentine believes and drives him to become President and search for the holy corpse. If he obtains the corpse, he believes he can guarantee American superiority and direct the entire world to fall in line.
From a very basic standpoint both Valentine and Gyro believe in the same concept, that things are not predestined and action needs to be taken to change the course of history. Gyro just wants to act on a much smaller scale than Valentine, and Valentine is more willing to harm people to get to his objective.
What Marco's death shows is the failure of Gyro and Valentine's philosophy. Nothing that happens to Marco has anything to do with Gyro's actions. Marco is set free because the country experienced a revolt that had nothing to do with the Steel Ball Run race. He later dies of a cold, an insignificant death that had no real way of being avoided, with no one at fault. This basically proves that Gyro was wrong in his thinking, to a certain extent. Maybe its a good thing to take matters into your own hands, but being overly concerned with things that have nothing to do with you is over the top. Sometimes things are just out of your control and nothing you do can change it.
Similarly, the entire SBR race is a lost cause from the start. Pocoloco is said to be extremely lucky and that he will win the race, and the first leg of the race proves that his luck is real. From the start Johnny and Gyro had zero chance of winning the race. At the end of the manga, Johnny actually loses the final fight with Diego and almost dies, but Diego is killed by Lucy - besides stalling Diego, the fight was literally meaningless. When you strip away everything in Part 7, the only goal that was actually achieved by the main characters was Johnny getting his legs back and "returning to zero", and honestly, I think that was probably the most important thing in the end.
Edit: Technically Gyro and Johnny stop Valentine's plans, so they did more than get Johnny back to zero, but they didn't actually start out wanting to do it, and only really did it because their interests didn't align. So they had an effect on events, but they didn't have control of the events enough to make the things that mattered go their way, which I think is the underlying point.

Pourquoi ? C'est quel type de jeu ?
In addition, a new JoJo game will be developed by Bandai Namco and is titled, “JoJo no Pita Pata Pop.” It is part of the SD Project revealed last month. Its platform and genre is yet to be determined. A formal announcement will be made at a later date.
En résumé on sait absolument rien du jeu, pourquoi vous faites les decus ?
Non mais rien que le nom vend clairement du rêve
Hop hop hop on joue à JoJo no Pita Pata Pop
