Ronaldinho is Ferguson´s top target
Paris St Germain´s president hit out at Manchester United on Thursday, saying they were failing to follow Fifa rules in their pursuit of Brazilian midfielder Ronaldinho.
Francis Graille is furious that the English champions have negotiated directly with the player but have yet to agree a transfer fee with PSG.
He also complained that United´s verbal offers for the player had not been backed up by their written offers.
" Manchester have not played the game in line with Fifa regulations," said Graille.

" They have negotiated directly with the player. Even if they have got agreement from the player, they haven´t got agreement from his club and it´s my intention to defend this club´s interests.
" The negotiations go on. If Manchester confirm to me in writing the proposals which have been made verbally, we should be able to reach an agreement.
" But over the last few days, Manchester´s written offers have always been lower than the proposals made verbally."
Graille said he had called Barcelona´s new president, Joan Laporta, on Wednesday to give him his agreement for the 23-year-old Ronaldinho to move to the Spanish club.
But that deal has hit a hitch because Laporta refuses to deal with Ronaldinho´s brother and agent, Roberto Assis, who is handling negotiations for the player.
Barca vice-president Sandro Rosell´s press secretary Juanho Castillo revealed earlier on Thursday that the Catalan giants are " optimistic" of having the 23-year-old in their squad shortly.
" We are still fighting to get him playing here now that we know Manchester have taken one step down in the negotiations," Castillo said.
" We are looking forward to having him here playing at the Nou Camp next season.
" His negotiators are very tough. but we are optimistic we´ll have him here."
United manager Sir Alex Ferguson had believed the Old Trafford club were within sight of an agreement for Ronaldinho, with a fee of between £19.3m and £21m being reported.
He earlier said: " We are just about there but we don´t know for sure. We are very close.
" We are pursuing it very intensely. The signs are OK, but we just want to get that seal on it before we can talk about it more openly."
