No there are no virus.

Is it legal?.....Yes/No. It is legal to install HomeBrew and play a backup copy of the game which you already own, but since C2 is region locked you must purchase a NTSC Copy of the C2 game.

Can you get in any trouble for downloading the NTSC copy? No...there is no legal action for downloading a copy.
