In My Documents\My Games\Borderlands\WillowGame\Config find the file WillowGame.ini
Open it, and search(Ctrl + F) for the line, 'friendly'. Scroll down a little, and you should see the line bIgnoreNPCFriendlyFire=true. It is recommended you change that to false, even though it isn't part of this tweak. Scroll down some more, and you should see the lines:
